Various sections of the Zoning Code, the Zoning Map and the Downtown Village Specific Plan were updated in order to implement rezonings that are required by State law in accordance with the City’s adopted 6^th Cycle Housing Element.

La Cañada Flintridge aims to address the existing and future housing needs of all types for persons of all economic groups in the city. The Housing Element is a tool for use by citizens and public officials in understanding and meeting the housing needs in the city.

Since 1969, California has required that all local governments adequately plan to meet the housing needs of everyone in the community. The Housing Element is a State-mandated policy document within the General Plan that guides the implementation of various programs to meet future housing needs for residents of all income levels. The housing needs are determined through the Regional Housing Needs Assessment (RHNA)—please see the “What is the RHNA?” section under the current planning “Housing” webpage. The Housing Element identifies available land that is suitable for housing development, as well as goals, policies, and programs to accommodate the City’s housing need, provide opportunities for new housing, and preserve the existing housing stock.

The Housing Element is currently in its 6th Cycle which covers the eight-year planning period from October 2021-October 2029. Throughout the preparation of the Housing Element, the community was invited and encouraged to participate in the planning process by providing written comments and attending workshops and Public Hearing held by the Planning Commission and City Council.

The City will soon begin preparation for its 7th Cycle Housing Element, with a planning period that will begin in October 2029 and end in October 2037. Once preparation starts (exact date is TBD), this page will be updated with project timelines and upcoming meetings.

During the current planning period, the City has been implementing 24 housing programs that are intended to provide adequate residential sites to meet the City’s Regional Housing Needs Allocation of 612 units for the 6th Cycle Housing Element.
