The City Council is supported by five commissions and two committees that provide advice on various matters related to their specific areas of responsibility. Appointments to these bodies are made by the City Council, with members serving terms of up to four years, and may be reappointed for a second term. Most positions require residency in the City for eligibility and serve at the pleasure of the City Council. Members are permitted to serve in only one commission, council, or committee at a time. Except for the Youth Council, all members receive a stipend of $50.00 for each meeting attended, up to a maximum of $100 per month.

Local Appointments List – Maddy Act
In accordance with the Maddy Act, Government Code Section 54972, the City publishes an annual list of appointed Commission and Committee members by December 31st.

Application Process for Commissions and Committees
While appointments are typically made annually or when unexpected vacancies arise, we encourage interested individuals to submit applications even during non-vacancy periods. Applications submitted during times of non-vacancy will be kept in an “active” status for one year. To apply during a non-vacancy period, please contact City Clerk Tania Garica at tgarcia@lcf.ca.gov.

Design Commission
Meets the 1st and 3rd Thursdays of the month at 8:00 AM
Commission’s Agendas and Minutes
The Design Commission is responsible for reviewing architectural design, landscaping, and signage of proposed commercial, multifamily, and institutional projects. The Commission works with property owners and developers to facilitate designs that are aesthetically pleasing and compatible with the goals set forth by the City Council. This ensures conformity with the City’s General Plan, Foothill Boulevard Master Plan, Design Options Manual, Downtown Village Specific Plan, and design review findings.

Investment & Financing Advisory Committee
Meets quarterly on the third Friday of January, April, July, & October at 7:30 AM
Commission’s Agendas and Minutes
The Investment and Financing Advisory Committee provides advice on matters related to the management of the City’s investment portfolio. This includes the development of and monitoring of compliance with the City’s Investment Policy, and the design of investment strategies and tactics to facilitate the realization of the City’s financial goals and objectives.
The Committee also provides advice related to the City’s cash management procedures and practices, including cash flow forecasting and analysis support to enhance liquidity and investment portfolio management. Additionally, the Committee is available to provide advisory support on debt issuance and management.

Parks & Recreation Commission

Commission’s Agendas and Minutes
The Parks & Recreation Commission is responsible for advising the City Council on various matters pertaining to parks and recreation. The Commission develops immediate and long-range plans for the recreational needs of the community keeping in mind the wide-range of recreational interests, the limited extent of recreational facilities in the City and the need to acquire additional, affordable recreational facilities in the future.

Planning Commission
Meets the 2nd and 4th Thursday of the month at 6:00 PM
Commission’s Agendas and Minutes
The Planning Commission is responsible for reviewing proposed residential, institutional and commercial development projects, subdivisions, and land use requests on private property within their purview, to determine their compliance with applicable City regulations. The Planning Commission has authority to approve various development projects that comply with City requirements Code and makes recommendations to the City Council on General Plan and Zoning Code amendments. The Administrative Hearing Officer, an assigned member of the Planning Commission, has the authority to review and approve projects where permitted by the Zoning Code.

Public Safety Commission
Meets the 4th Monday of the month at 6:00 PM
Commission’s Agendas and Minutes
The Public Safety Commission is responsible for evaluating the public safety needs of the community and makes recommendations to the City Council. As part of their responsibilities, the Commission monitors crime data and evaluates the level and effectiveness of law enforcement services provided by the Los Angeles County Sheriff’s Department. In addition, the Commission reviews the activities of the Los Angeles County Fire Department and evaluates service and equipment needs. The Commission works with the schools to promote alcohol and drug-use prevention and provides valuable direction related to the City’s emergency preparedness efforts and goals.

Public Works and Traffic Commission
Meets the 3rd Wednesday of the month at 6:00 PM
Commission’s Agendas and Minutes
The Public Works & Traffic Commission is responsible for advising the City Council on the Public Works program for the City including infrastructure improvements to the City’s streets and roads, maintenance requirements of the City’s roads, parks, trees, planted medians, traffic signals, storm drains and other improvements. The Commission develops a five-year Capital Improvement Project Plan annually for submission to the City Council outlining the City’s infrastructure needs for the future. In addition, the Commission reviews public works conditions imposed on development projects, traffic circulation and congestion issues as well as parking restriction needs and authorizes changes consistent with state and local requirements.

Youth Council
Meets the 1st Friday of the month at 3:45 PM
Commission’s Agendas and Minutes
The purpose of the Youth Council is to provide a forum specifically for the discussion of youth issues and to expose youth to the nature and scope of city government. Duties of all Youth Council members include proposing, developing and recommending programs intended to provide recreational opportunities, skills development, independence and self-acknowledgment and to promote acceptance of youth in all aspects of the community through cooperation with and assisting community agencies and city departments to foster mutual understanding and respect for youth. Youth Council members also recommend to the City Council changes in procedure, policies, and legislation for the purposes of improving youth involvement in the community.
