The Downtown Village Specific Plan (DVSP) is a planning and design document intended to describe the kind of environment desired by the citizens of La Cañada Flintridge along the Foothill Boulevard corridor from approximately La Cañada Boulevard to Crown Avenue. The Downtown Village Specific Plan is important to the City and its residents because it will strengthen the Downtown area as the heart of the community with attractive streets, enjoyable public spaces, and lively, mixed use commercial areas. The DVSP provides for integration of residential uses in designated Mixed Use areas as a means of enhancing 24-hour activity along Foothill Boulevard.

2023 DVSP AMENDMENTS
On February 10, 2014, the City Council adopted amendments to the DVSP prior to adoption of the 2013-2021 (5th Cycle) Housing Element at the same hearing, to allow multi-family housing for all household types, not just senior multi-family housing.
As of 2023, only one mixed use or solely residential project has been approved in the DVSP, so Program 4 of the 2021-2029 Housing Element (6th Cycle) was created to further encourage the development of mixed use and stand-alone residential projects.
In September 2023, the City amended Chapter 6 (Land Uses) and Chapter 7 (Development Standards and Design Guidelines) of the DVSP for consistency with the 6th Cycle Housing Element. Changes included:
- Rezoning of certain Mixed Use (MU) 1 and MU 2 properties to new MU 12 (12 du/ac to 15 du/ac) and MU 25 (25 du/ac to 30 du/ac) land use districts,
- Elimination of certain single-family residential properties from the MU 2 land use district
- Amendment of the height in the DVSP sites with a density of 25-30 du/ac to allow a 35-foot maximum height and allow reduced setbacks
- Other minor changes to text, tables and maps to ensure consistency with the 2021-2029 Housing Element
- The Zoning Code Update includes additional provisions that will apply to future mixed use and multifamily projects, including objective design standards and designated architectural styles, as well as clearly defined parking and loading standards.
