The La Cañada Flintridge City Council approved membership in Clean Power Alliance (CPA) in November 2023 to give residents and businesses greater access to renewable energy options and the transition of services occurred in October 2025. Solar accounts will continue to transition once their annual true-up with Southern California Edison (SCE) is complete.

In March 2025, the La Cañada Flintridge City Council selected CPA’s 100% Green energy tier as the primary energy rate for residents and businesses. This decision reflects the City’s commitment to sustainability and reducing its carbon footprint by providing 100% renewable energy. All customers were automatically enrolled in this option and continue to have the flexibility to select a different energy tier or to opt out of CPA services altogether at any time. Southern California Edison (SCE) continues to deliver electricity and maintain infrastructure for La Cañada Flintridge residents and businesses.

What is Community Choice Aggregation?

Community Choice Aggregation (CCA) is a California Public Utilities Commission program that allows cities and counties to procure electricity for customers within their jurisdiction by unbundling the generation of electricity from the delivery of electricity. For La Cañada Flintridge, that means using Clean Power Alliance (CPA) to supply electricity and continuing to use Southern California Edison (SCE) for delivery.

Who is Clean Power Alliance?

Clean Power Alliance is a CCA that specializes in the generation and supply of renewable energy. CPA offers three tier rates: Lean (40% renewable), Clean (50% renewable), and Green (100% renewable). CPA serves over 3,000,000 residents and businesses in 35 communities throughout Los Angeles and Ventura Counties. It is the fifth largest electricity provider in the state and has the most customers in the nation receiving 100% renewable energy. Impact on LCF residents and businesses

The City Council voted to implement Community Choice Aggregation and to join Clean Power Alliance to give residents and businesses more access to renewable energy options and to meet greenhouse gas emissions reduction targets outlined in the City’s Climate Action & Adaptation Plan.

SCE has a Green Rate program, which has been waitlisted since June 2022, and a new Community Renewables program.

Residents and businesses should see no impact on their electricity services with the transition to CPA. All accounts will automatically be enrolled. All customers have the option to opt out of CPA services entirely or select a different CPA energy tier at any time. All customers will continue to receive bills directly from SCE.

All accounts that did not opt out before the scheduled transition of service in October 2025 were automatically enrolled in CPA. Customers can still opt out or select a different energy tier for residents or businesses.

Automatic Enrollment, Billing, and Rates

Due to California state law (Assembly Bill 117), when a city or county joins a community choice aggregator (CCA) like CPA, customers in the community automatically begin receiving electricity from the CCA at the community’s preferred energy option – which is 100% Green for the City of La Cañada Flintridge. CCAs provide local choice, which means customers have the choice to select a different CPA energy tier or stay with (or return to) SCE at any time.

CPA will not replace SCE entirely. CPA will provide electricity generation services by purchasing power on your behalf and loading it to the grid. SCE will continue to deliver power, provide infrastructure maintenance services, resolve electricity service issues, and send a CPA/SCE combined monthly bill.

CPA offers three energy tiers: 100% Green, 50% Clean, and 40% Lean. These energy tiers represent the amount of clean and renewable energy included in your power content mix. For the 100% Green tier, CPA supplies 100% of your energy usage in renewable energy; for the 50% Clean tier, CPA supplies 50% of your energy usage in clean energy, and the other 50% is from mixed sources and may contain non-clean energy.

The City Council selected CPA’s 100% Green energy tier. Your whole bill will be a 5% premium compared to SCE’s base rate. CPA offers two other energy tiers (40% Lean and 50% Clean) that are billed at different rates. For additional information about rates, see CPA’s FAQs.

Please note that there are other billing changes unrelated to CPA that are scheduled.

CPA will not bill you separately. CPA and SCE work together so that you continue to receive on bill each month. The charges for power generation on your SCE bill will reflect CPA charges.

Opting Down or Opting Out

You can opt out of CPA entirely either online through CPA’s website or by calling 888-585-3788.

You can change your CPA energy tier from 100% Green to 40% Lean or 50% Clean through CPA’s website for residential accounts or commercial accounts, or by calling 888-585-3788.

All accounts that did not opt out before the scheduled transition of service in October 2025 were automatically enrolled in CPA.

Customers can continue to opt out within the first 60 days of service (60 days from the account’s October meter read date) to return to SCE on the next meter read date.

Customers can also continue to opt out after their first 60 days of CPA service with the following options:

  • Return to SCE on their next meter read date. This transfer will be subject to Edison’s market rate for electricity for the next 6 months (which can be lower or higher than standard rates and are subject to change) or enter into a 6-month waiting period to return to SCE at standard rates.
  • Or, customers can give Advance Notice Return, which is a six month holding period before returning to Edison and they’re return to SCE at SCE’s standard rate and they will not be subject to the non-transitional rate (above).

Clean and Renewable Energy

Most of the power procured by CPA is non-polluting, clean and renewable sources such as solar, wind, and hydroelectric power and is primarily generated in California or neighboring states.

CPA supplies power to its customers by purchasing clean energy that goes directly to the grid, which then powers homes and businesses. When the individual electrons from all possible power sources are placed onto the grid, no one can determine exactly which electrons go to your residence or business.

CPA will provide as much clean and renewable energy that is needed based on the customer’s energy tier, which is 100% Green for La Cañada Flintridge. For a customer enrolled in the 100% Green tier that consumes 500 kilowatt-hours per month, CPA will supply 500 kilowatt-hours onto the grid on behalf of the customer. Similarly, if a customer is enrolled into the 50% Clean tier, 250 kilowatt-hours of the 500-kilowatt hours uploaded to the grid will be clean energy, and the remaining 250 kilowatt-hours will be mixed energy content that may include non-clean sources.

Clean energy is carbon-free energy that creates little to no greenhouse gas (GHG) emissions and comes from resources that are naturally replenished such as solar, wind and geothermal, and produce no waste. California defines hydroelectric power and nuclear power and carbon-free energy that is not renewable. Unlike fossil fuels, such as oil, natural gas, and coal, which cannot be replaced (and produces GHG emissions), renewable energy regenerates naturally in a short period of time.

The reliability of your power supply will not be affected. Clean Power Alliance is required by the California Public Utilities Commission (CPUC) to buy enough power to meet the demands of customers, plus have reserves if needed in case of emergency. The California Independent System Operator (CAISO) manages California’s electricity grid.

Solar Accounts

If you have an NEM or SBP account with SCE, your enrollment in CPA will be deferred until the end of your current SCE NEM/SBP relevant period. So for accounts when the SCE relevant period ends in January 2026, SCE will true up  your NEM account for both generation and delivery and your account will then be transitioned to CPA. CPA will then provide your NEM/SBP generation charges and credits.

No, NEM 1.0 and NEM 2.0 customers retain their 20-year legacy status as determined by their SCE interconnection agreement.

CPA will now be responsible for monthly NEM generation charges and credits for the duration of your 20-year eligibility period and SCE will continue to be responsible for monthly NEM delivery service charges and credits.

No, CPA administers NEM generation charges and credits differently than SCE. The key differences are:

  • CPA customers pay applicable energy charges net of credits on a monthly basis
  • All NEM true ups occur annually in April
  • CPA provides Net Surplus Compensation at a rate that is 10% higher than SCE for customers that generate more electricity than they consume in a year

SCE Community Renewables Accounts

SCE Community Renewable accounts will not automatically transition to CPA in order to ensure current contracts are not interrupted. Community Renewable customers may choose to join CPA at any time—now or in the future—whether upon the expiration of current contracts or by opting to terminate it early.

SCE Critical Peak Pricing (CPP) Accounts

Critical Peak Pricing (CPP) is currently not available under CPA, however, CPA has a similar program called Peak Management Pricing (PMP) for commercial and residential customers. PMP is similar to SCE’s CPP program in that customers who sign up for the program receive a summer bill discount in exchange for participating in up to 12 energy reduction events per year. Unless you choose to opt out, your SCE account will automatically be transitioned to CPA. However, there is no automatic enrollment in CPA’s similar program, Peak Management Pricing (PMP). SCE CPP customers that are automatically transitioned to CPA and that would like to sign up for CPA’s PMP program can call 888-585-3788 or visit cleanpoweralliance.org/pmp.

SCE CPP customers that have an SCE CPP bill credit and are within their first 12 months of participation of the SCE CPP program will have any applicable credit applied to their last SCE bill before being automatically transitioned to CPA.
